My personal recommendation is "Hotel Off the Square". Five minutes walk, a really interesting hotel that has art gallery pretensions, is right in the heart of the city and located at Cathedral Junction (for a tourist tram) - there are things of interest to an urban planner in every direction.

The YMCA Hereford Street is our conference venue. It is also very well located opposite Hagley Park and near the Arts Centre.
The Rolleston House YHA is a block down the road and is the closest backpacker type accommodation and is even closer to the Arts Centre and Museum as well as being opposite the Park.
All these places are within 10 minutes walk of the venues for the PIA/NZPI conference if you are staying for that.
